Split, Dubrovnik, Zadar and Zagreb all hand cars over either at a desk in the terminal or at an off-airport office reached by shuttle. Which one applies to your booking is written on the voucher, and the shuttle is usually what explains a lower price.

If the plan includes an island or the road south past Neum, confirm the ferry and border permission at the desk rather than at the ramp.

A Russian national licence is not written in the Latin alphabet, so Croatian desks expect an International Driving Permit alongside it for a tourist stay.
